PHL KBP recommends Japanese standard for digital TV

The Kapisanan ng mga Brodkaster ng Pilipinas (KBP) has recommended to the National Telecommunications Commission (NTC) the adoption of Japanese standard for the country’s digital television (TV) migration over European platform because of its “affordable” set-top box (STB) and assistance from Tokyo government.
In a position paper submitted to the NTC, KBP said although the Digital Video Broadcasting-Terrestrial 2 (DVB-T2) of the European standard is technically “superior” compared with Japan’s Integrated Service Digital Broadcasting-Terrestrial (ISDB-T), these advantages have been “irrelevant” to the consumers.
KBP said the STB for DVB-T2 (MPEG 4) is “substantially higher” than ISDB-T (MPEG 4) with a price difference of almost $ 20.
“The low cost of a STB lowers the entry or migration barrier for the consumer and hastens the ASO [analogue shut-off date],” KBP said.
The group said consumers considered the price of P 2,000 to P 3,000 as the “affordable” price of a STB.
At present, KBP said there is only one manufacturer of DVB-T2 STB while there are several for ISDB-T STB. KBP, however, said the rollout of DVB-T2 infrastructure is lower compared to ISDB-T but royalty will be paid for the use of DVB standard.
In Japanese standard, KBP said royalties for ISDB-T have been waived.
KBP added that the Japanese government is willing to help the NTC for the development of a frequency plan for free and will support state-run TV networks to finance the migration into digital broadcasting.
The government of Japan will also extend assistance to private TV networks for low interest loans to be used in the implementation of their individual DTT plans with ISDB-T.
KBP said various television networks have undertaken test broadcasts of digital broadcast using ISDB-T, specifically ABS-CBN, Net 25, RPN 9, IBC 13, Channel 4, and SBN.
Sought for comment, NTC Chief Gamaliel Cordova said the regulator is currently evaluating the position papers of KBP and other TV networks.
The NTC had expected to issue the implementing rules and regulations for digital TV last July, but it was delayed because of the review ordered by Malacañang.
Last year, the regulator issued an order adopting Japanese ISDB-T as the standard. But some broadcasting companies requested for another look at Europe’s DVB-T2.
The Philippines will be the first in Asia to adopt the Japanese standard for digital TV.
Besides Japan, other countries that adopted ISDB-T were Brazil, Peru, Chile, Venezuela, Ecuador, Costa Rica and Paraguay.
Digital TV is a system for broadcasting and receiving digital sound and video signals that require an especially designed and more advanced TV set than the traditional analog box.
The regulator estimates that around 14 million Filipino households use analog TV sets. The country plans to migrate from analog to digital TV by 2015.
